The PMC FSCC project builds on the strength of the Southeast Asian University Consortium on Graduate Education in Agriculture and Natural Resources (UC). The idea of forming the UC started in August 1988 when the Southeast Asian Ministers of Education Organization Regional Center for Graduate Study and Research in Agriculture (SEAMEO SEARCA) convened a meeting with the deans of the graduate schools of five leading agricultural universities in Southeast Asia. The deans noted the increasing demand for graduate education in the region and welcomed the idea of “strength in diversity”.

The UC aims to provide highly trained personnel in agriculture, environment, and natural resources for the development of the region; promote mutually beneficial cooperation among the members by optimizing utilization of scarce resources and expertise; and develop strong and dynamic linkages through collaborative research, and faculty/student exchange programs. Today, the UC has grown to 15 members and offers various student and faculty grants including seed fund for collaborative research among its members.
